CARTER COUNTY COMMISSION PROCEEDINGS (May 13 & 15, 2024)

The Board of Carter County Commissioners met in regular session on Monday, May 13, 2024, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice Chairman and Pamela Castleberry, member were present.

The meeting was called to order at 9 a.m. by Chairman Rod Tauck.

There was no public comment.

There was discussion regarding the parking in front of the Senior Center down town Ekalaka. No decisions were made.

Commissioner Castleberry made the motion to table the bid openings until May 20, 2024 for Respite Care, Meals on Wheels and the Congregate meals due to the absence of Senior Coordinator Tricia Lovec. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Road and Bridge Supervisor Carl Knapp presented the Road and Bridge Department 2024-2025 Budget.

The Department has plans for new gravel pits that include Kennedy, Heggen Creek, and possible limit use at Shepherds.

Equipment purchase for the 2024-2025 budget year include the 2 gravel trucks that are already on order. One new work pick-up, Schultz mower sweep arm and 2 discs that attach to the road graders. The V plows are on order for the trucks and graders. There was discussion regarding purchasing the Excavator that the County has rented regularly in the last 2 years. Carl left the meeting.

Superintendent of Schools and Clerk of District Court Tracey Walker joined the meeting to present 2024- 2025 fiscal year budget. She set an increase in payroll and left all other lines the same. Tracey will look into replacing the TV used for teleconference meetings. She requested permission to have Stacey Ashbrook as temporary office staff, when needed with approval from County Attorney Corbit Harrington. Tracey left the meeting.

Commissioner Castleberry made the motion to keep breakers as spares that were ordered for the generator project. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

The meeting broke for lunch at 12 p.m. and was called to order at 1 p.m.

Road and Bridge Supervisor Carl Knapp stepped into the meeting requesting approval to haul sand from Neil Kittelmann's property to the rodeo arena with County equipment and crew. The commission asked that Neil come talk to the commission regarding the project.

Sabre Moore, PH.D. Carter County Museum Executive Director, Nathan Carroll, PH.D. Carter County Museum Curator and Llane Carroll, Museum Board member joined the meeting to present the 2024-2025 Museum Budget.

Commissioner Watkins made the motion to approve the Phase II of the Environmental Study for the museum expansion/building project. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried. Sabre, Nathan and Llane left the meeting.

Carter County Extension Agent Amanda Williams stepped into the meeting set the Board Training that is being offered by the County through MSU Local Government Services. The training will be a hybrid training with the instructors joining by Zoom and the board members joining the meeting in-person. The Commissioners will request a second in person meeting later. Amanda left the meeting.

Sherriff Neil Kittelmann joined the meeting to request that the County Road Crew haul sand from his property to the rodeo arena this afternoon. The Commissioners approved. Neil left the meeting.

Commissioner Watkins made the motion to approve the Commissioners proceedings for April 25, 2024. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.

There were no bids received for the railing in front of the Hospital building. The Commission discussed requesting a quote from the same company that fabricated and installed the railing around the Courtyard. The company that installed the railing was Creative Iron Works.

There being no further business, the meeting adjourned at 3:34 p.m.

The Board of Carter County Commissioners met in Special session on Monday, May 15, 2024, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice Chairman and Pamela Castleberry, member were present.

1 p.m. The Snowy River Co2 sequestration hybrid (online and in person) meeting with Montana BLM State Director Sonya Germann, Northern Plains Resource Council, Miles City BLM Office, Area Landowners including Liz Barber, Steve Summers, Rodney Walker, Llane, Sharon and Nathan Carroll, Jack Owens, Myron and Melissa Johnson, and Carter County Extension Agent Amanda Williams.

Those present requested that the BLM perform an Environmental Impact Study (EIS) before the project is allowed to proceed. This request has been made to protect public health and safety including ground water. The group are also concerned with how this 20-30-year project will affect producers' access and land use.

The hybrid meeting ended and the guests left.

The Commissioners signed task order for the Montana Department of Public Health and Human Services work force grant.

There being no further business, the meeting adjourned at 5 p.m.
