The Board of Carter County Commissioners met in regular session on Thursday, April 25, 2024, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice Chairman and Pamela Castleberry, member were present.
The meeting was called to order at 9 a.m. by Chairman Rod Tauck.
There was no public comment.
County Treasurer Jesi Pierson joined the meeting with information on the Montana State Statutes regarding tax delinquency. There will not be any delinquent taxes this year.
Jesi received word that the Cost of Living figures will not be available from the state of Montana until after May 18, 2024. Jesi left the meeting.
Commissioner Watkins made the motion to approve the Mid-Rivers Encroachment Permits. Commissioner Castleberry seconded the motion. There was no public comment and the motion Carried.
Commissioner Tauck signed the 2024-2025 Immunization Action Plan from the Montana Department of Health and Human Services electronically on April 22, 2024.
It has been brought to the Commissioners attention that the County may be required to pay mitigation fee to open the Kennedy Gravel Pit. Commissioner Watkins made the motion to pay the Sage Grouse mitigation fee for the Kennedy Gravel Pit. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.
Commissioner Watkins made the motion to approve J.O. Tooke to a 3-year term on the Carter County Weed Board. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.
County Attorney Corbit Harrington joined the meeting.
The Commissioners Administrative Assistant received several contacts with offers to upgrade the County website. After some discussion the commission decided that they would like to look into more local web designers and compare prices.
The commission discussed Snowy River Carbon capture project. The discussion included road use, water, disaster preparation, and environmental studies.
The meeting broke for lunch at 12 p.m. and was called to order at 1 p.m.
Don Hotter of Don's Electric called into the meeting to confirm that they will be down this week to work on the hospital lighting.
The was a discussion regarding the ad for the hand railing at the hospital. It was decided to re-run the ad for another two weeks. The bids will be due May 13th at 1 p.m.
The commissioners reviewed the draft ambulance lease agreement with Carter County and Dahl Memorial including insurance coverage. The final draft will be approved at the upcoming commissioners meeting.
The commission discussed Workers Compensation Insurance renew.
Commissioner Watkins made the motion to approve proceedings for April 10th and 15th, 2024. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.
The Commissioners joined the Land Use Committee meeting held in the Jury room of the Carter County Courthouse. Committee members present: Lee LaBree, J.O. Tooke, Amanda Williams, Wayne Yost, Robin Diede, Adam Courtney, Mehgan Phillipi, Llane Carroll and Sabre Moore.
There was an election of officers Robin Diede as chairman, Adam Courtney as Vice-chair and Wayne Yost as secretary. Sabre Moore will print the current Land Use Plan as a modifiable document and forward to all the members of the Land Use Committee. They will review and update The Land Use Plan by sections. The next Land Use Committee meeting will be set for June 07, 2024 to work through the first few sections of the document.
There being no further business, the meeting adjourned at 4:15 p.m.
