CARTER COUNTY COMMISSION PROCEEDINGS (APRIL 10 & 15, 2024)

The Board of Carter County Commissioners met in regular session on Wednesday, April 10, 2024 in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice Chairman and Pamela Castleberry, member were present.

The meeting was called to order at 1 p.m. by Chairman Rod Tauck.

The was no public comment.

The Commission joined a Zoom meeting by The Northern Plains Resource Council, Director of (BLM) Bureau of Land Management Tracy Stone Manning. This meeting was set by the Northern Plains Resource Council to facilitate discussion between the BLM, landowners and government officials with concerns for the Snowy River Co2 sequestration project.

The Commission was joined by the Growth Policy Committee including: Sharon Carroll, Andy Wright, Amanda Williams, Cam LaBree, Judy Wright, Robin Diede, Sabre Moore, and Travis Loehding. The meeting was presented on Teams by Robie Culver and Traci Conduit of Stahly Engineering.

There was a plan set to a meeting of the Land Resource Committee later in the month. Robie agreed that she and Traci would review the Land Resource Document once it is complete.

The group reviewed and updated the growth policy through section 8. The Growth Policy Committee will review the final sections of the Growth Policy and send comments and updates to Stahly Engineering in preparation for the final draft May 02, 2024 at 3:30. There will also be time set aside to list goals and objectives, action plan and set a public comment meeting.

There being no further business, the meeting adjourned at 4:30 p.m.

The Board of Carter County Commissioners met in regular session on Monday April 15, 2024, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice Chairman and Pamela Castleberry, member were present.

The meeting was called to order at 9 a.m. by Chairman Rod Tauck.

The was no public comment.

Clerk and Recorder Judy Wright joined the meeting to request that the Commissioners set the Salary Compensation Board for 2024-2025.

Gary Hablutzel from Innovative Benefits Plans LLC joined the meeting to present the 2024-2025 Health Insurance Plan. He will check back with the Commission regarding the percentage increase of the premium. DES Coordinator Georgia Bruski, and Senior Coordinator Tricia Lovec joined with questions about the prescription policy.

Buck Buchanan and Denise Zolnoski of the United States Forest Service joined the meeting to renew the in-kind weed eradication agreement. Commissioner Watkins made the motion to approve the 2024-2025 In-Kind weed eradication agreement. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried. Buck and Denise left the meeting.

Commissioner Watkins made the motion to approve the proceedings for April 08, 2024. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.

The Commission placed a call to Muggli Construction requesting a time schedule for the tear down of the Stenseth house and garage. The Carter County project is on their list. They will call with a start date.

Carter County Attorney Corbit Harrington presented the Attorney’s office Budget for 2024-2025. Corbit has provided Attorney services to Baker and Powder River County recently and will workout fees for the services provided.

The Commission placed a call to Jason Rittal, Deputy Director MACo. He spoke to the Director of the Department of Revenue on the Co2 sequestration pipeline tax assessment process. Jason will set up a Teams meeting with the Director of the Department of Revenue.

The meeting broke for lunch at 12:00 and was called to order at 1 p.m.

Dahl Memorial CEO Ryan Tooke, Attorney Harrington and Deputy Clerk and Recorder Dana Eshelman joined the meeting. Ryan suggested a lease agreement for the Ambulance between Dahl Memorial and the County.

Commissioner Tauck updated the group on the Hospital Generator project and the electrical issues. There is a plan to install new circuit breakers. Commissioner Watkins made the motion to approve the purchase of 4 new circuit breakers for the hospital generator to be installed by Don’s Electric. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried. The guests left the meeting.

The Commission and Administrative Assistant Melissa Schwede reviewed the meeting recording software, technical issues and sound quality.

There being no further business, the meeting adjourned at 2:30 p.m.
