The Board of Carter County Commissioners met in regular session on Monday, April 08, 2024, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Mike Watkins, Vice Chairman and Pamela Castleberry, member were present. Rod Tauck, Chairman, was absent.
The meeting was called to order by Vice-Chair Mike Watkins at 9 a.m. There was no public comment.
Tracey Walker, Superintendent of Schools/District Court Clerk joined the meeting and received permission from the Commission to advertise for sale by sealed bids on 3 metal chairs, 12 Oak chairs, 1 office chair and 2 stools.
Clerk and Recorder Judy Wright joined the meeting to give an update on election judge personnel.
There will be a Northern Plains Resource Council Zoom meeting this evening at 5 p.m.
Commissioner Castleberry made the motion to approve the proceedings from March 19th and 29th, 2024. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
Senior Coordinator Tricia Lovec and DES Coordinator Georgia Bruski joined the meeting for the Webster RD 911 Address changes. Georgia stated this could be achieved by changing the name to South Webster RD. Commissioner Castleberry made the motion to name the road the South Webster Road. Commissioner Watkins seconded the motion. Tricia's comment was that her address has changed 9 times in 8 years and she hopes that this will be the last time, and that she sees the need to make changes for 911 safety. The motion carried unanimously.
Commissioner Castleberry made the motion to approve the Predator Control Contract with Last Howl LLC - Ethan Lindell, and the Kennedy Gravel Pit Zoning Compliance Form. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
Attorney Corbit Harrington and Clerk and Recorder Judy Wright joined the meeting where there was a review of the letter by Corbit in response to Attorney Batterman, regarding the Durm Rd.
Jesi Pierson, Carter County Treasurer joined the meeting to present quarterly reports. Commissioner Watkins made the motion to approve the quarterly reports, including L166, R100, 1100, Investments and Securities, cash reports and Journal entries. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.
The meeting adjourned for lunch at 12 p.m. and reconvened at 1 p.m.
Guest Ryan Tooke, Dahl Memorial CEO, joined the meeting where there was discussion about the fence or railing installation in front of the hospital building. Ryan provided the measurements and layout for the handrail. Commissioner Castleberry made the motion to place an ad in the Ekalaka Eagle for powder coated railing, 36" high x 167 ft. long. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
The Commissioners asked if the bird netting for the awning at the front entrance of the hospital had been installed. Ryan will check into it and see if they can get the netting in place.
The commissioners and Ryan discussed the generator upgrade and the wiring issues that were discovered during the generator project.
The Commissioners received a call from Dax Simek, with Stahly Engineering for a conversation on the next steps for the employee parking area at the hospital. Dax will start the process for the survey this week and will reach out with an update as that stage of the project is complete.
There being no further business, the meeting adjourned at 2:30 p.m.
