CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on January 08, 2024, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice Chairman and Pamela Castleberry, member were present.

The meeting was called to order at 9 a.m. by Chairman Rod Tauck.

There was no public comment.

Guests to the meeting: Bob Jacobs Maintenance and Judy Wright Clerk and Recorder Human Resources (HR).

Diesel generator circulation pump isn’t working and needs replaced. There is water in the fire suppression system line, the water and heat are off in Old Hospital building but the curb stop leaks, causing waterlines and meters to freeze. The Commission gave Bob Permission to order the parts to fix the Circulation pump and they will look into getting the curb stops replaced.

The Parking area to the South Side of the County maintenance building: Chairman Tauck has requested that Bob remove the spray paint on the side of the building and replace it with the appropriate signage. Moving the Camp Need more trailer for more parking space was also discussed.

Ryan Tooke, Dahl Memorial CEO and County Attorney Corbit Harrington joined the meeting. Ryan requested that parameters of the parking area be marked and that there are signs marking the no parking zones. Ryan requested the use of the old shop building to store Dahl Memorial bobcat, which Bob and the Commission agreed. The guests left the meeting.

Commissioner Watkins made the motion to approve the Resolution 01082024-01 to set Commissioner meeting dates and Resolution 01082024-02 to set Per diem and lodging. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins made the motion to accept the Medicine Rocks Road petition that re-routes the intersection of Medicine Rocks Road and the Plevna Road and abandons the original intersection. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried unanimously.

Attorney Harrington and Fallon County DES Coordinator Amanda Frickle stepped into the meeting with introductions and a conversation regarding 911 addressing.

The Commission called The Insurance Store to request information regarding Insurance Bond on the Commission. They left a message.

County Treasurer Jesi Pierson the Treasurers report for December. Reports included: L160, Ll00, Rl00, Tx 130, and 1110X. Commissioner Castleberry made the motion to approve the Investments and Securities report as well as the Cash on Hand and Receipt Summary for December 2023. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

The Commission and Attorney Harrington review the Event Center rental terms.

The meeting broke for lunch at 11:52 and reconvened at 1:00 with guest Road Supervisor Carl Knapp present.

Bid opening for 2 new gravel haul trucks.

Black Hill Truck 2025 T880 Day cab $383,39.00 for both trucks with all the specified options. $191,895.00 each.

Floyds Truck Center 2025 47x Western Star trucks $353,988.00 for both trucks with all the specified options. $181,494.00 for each truck.

Commissioner Watkins made the motion to accept the bid of $363,988 from Floyds Truck Center for 2 Western Star 47x trucks. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.

Carl has reviewed and approved the MOU between Carter County and The Town of Ekalaka for the repair and gravel of Mormon Street.

There was one late bid received and not considered.

Carl and the Commission reviewed the Road and Bridge Budget including the receipt of the insurance to replace the totaled truck in Road and Bridge General fund or Capital outlay.

The 2024-2025 Road and Bridge budget will include the other half of the V-plows and the two-way radios. Carl left the meeting.

There will be no Commissioners meeting scheduled for Thursday, January 11, 2023.

The Commission placed a call to Muggli Construction to request a copy of the quote for demolition of the Stenseth House, old hospital, shop and garage. Jennifer emailed a quote for $7.00/ sq. ft. dated October 05, 2023.

Commissioner Castleberry made the motion to approve the proceedings for December 29, 2023 as presented. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

There being no further business, the meeting adjourned at 11:45 p.m.
