CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on Friday, April 28, 2023, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman Mike Watkins, Vice Chairman. Pamela Castleberry, was absent.

The meeting was called to order at 9 a.m. by Chairman Rod Tauck. There was no public comment.

The commission approved claims in the amount of $130,898.14 and payroll in the amount of $238,886.14.

Tricia Lovec Senior Transportation director joined the meeting with driver applications. Commissioner Watkins made the motion to hire Christy Bruce and Jay Beach has senior transportation drivers. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Tricia left the meeting.

Attorney Corbit Harrington and Dahl Memorial CEO Ryan Tooke joined the meeting. Ryan requested a time on the agenda to present the quarterly update for Dahl Memorial. The time was set for May 08, 2023 at 11 a.m.

Gary Hablutzel from Innovative Benefits and Joint Powers Trust Insurance joined the meeting for the annual Health Insurance review. He has a quote outlining the choice between a $500.00 or $1,00.00 deductible. There was discussion regarding offering Health Savings Plan as well. Gary did not have the information to offer the plan with him. He will reach out to the Commission later in the week. Gary left the meeting.

Durm Road easement was discussed with a review of the map of the area.

The meeting broke for lunch at 12 was called to order at 1 p.m.

Guests included Attorney Harrington and Road and Bridge Supervisor Carl Knapp.

Greg Benjamin of Stahly Engineering called into the meeting, he has been in contact with Don from Don’s Electric who will be reaching out to the commission to set up a peer review of the hospital generator project. The call ended with Greg.

The Road department update by Carl included the completion of the car gate cleaning and preparing areas of the Chalk Buttes and Old Plevna roads for Chloride to be applied this spring.

The Commission signed Lease agreement for the Kerr/Moore Gravel Pit.

Carl received permission to sell surplus property for sealed bids. The items include 2003 ½ ton Chevy Pickup, 8ft. flat bed dual wheel trailer with tommy lift, Hobart gas welder/generator. Welder does not work. 10ft. truck snow plow, 3406B Cat engine, needs rebuilt, and 8.3 Cummins engine in unknown condition. Sealed bids will be due May 22, at 12 p.m. Carl left the meeting.

Clerk and Recorder Judy Wright joined the meeting with a maintenance contract for the generators at the old hospital from West Central Environmental Consultants. The generators are not in use at this time and the commission does not have a plan for the building, they have decided to revisit the maintenance contract at a later date.

Judy also presented a contract for spill protection/ Insurance plan for the airport fuel tanks in the amount of $4,000.00. Commissioner Watkins made the motion to approve the airport fuel tanks spill plan. Commissioner Tauck seconded the motion. There was no pubic comment and the motion carried.

Commissioner Watkins made the motion to approve the meeting minutes for April 10th and 17th 2023. Commissioner Tauck seconded the motion. there was no public comment and the motion carried.

The commission reviewed Correspondence.

There being no further business the meeting adjourned at 2:18 p.m.

The Board of Carter County Commissioners met in regular session on Monday, May 01 2023, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman Mike Watkins, Vice Chairman and Pamela Castleberry, member were present.

The meeting was called to order at 9 a.m. by Chairman Rod Tauck.

Melody Loken joined the meeting for public comment. Melody left the meeting.

There was a discussion regarding the Montana Legislative update, including bills that would have an effect on County road funding.

There was an update on the Weed Department billing was presented by Clerk and Recorder Judy Wright.

County maintenance Bob Jacobs with information on DEQ forms for the out of service fuel tanks at the old hospital building. He will be in contact with Tank Management Systems to continue to work through the steps required for the out of service tanks.

Bob stated that the water was shut off to the old hospital last fall and two of the three shut offs seeped enough water that the meters and some piping froze. He is continuing to work with the Town to correct the problems with water system.

Maintenance was performed on the furnace at the Weed Department shop. Bob will have to look into a different system for the filters as they do not fit into the unit in a traditional manner. Bob left the meeting.

Judy Wright and Sabre Moore, Carter County Museum Director stepped into the meeting to inform the Commission that the lighting project is on its final leg and the Geological Society received the grant funds to offset a portion of the cost. Ekalaka community Project pamphlet was left the commission. Sabre left the meeting.

The commission received a call from Don of Don’s Electric of Forsyth, MT. He set up and appointment to meet with the Commission to do a walk through of the current emergency power supply at the new hospital building. Don will meet with the commission May 04, 2023 in the commission chambers at 10 a.m.

The meeting broke for lunch at 12 p.m. and was called to order at 1 p.m.

Road and Bridge Supervisor Carl Knapp stepped into the meeting with the request to do road maintenance on the road into and at Camp Need more. Carl left the meeting.

The commission discussed the upcoming public comment meetings with KTAB, ADAAPTA and Carter County scheduled for May 23 and 24. The meetings are set to gather in put on possible usages for the Old Hospital building. The commission called Katie Lucas of ADAAPT to finalize the plans for the meeting. There was a poster and ad that will be distributed to make the public aware of the meeting.

Superintendent of Schools Tracey Walker stepped into the meeting with Isolation status forms for the Hawks Home School, which Commissioner Tauck signed.
