The Board of Carter County Commissioners met in regular session on Monday, February 06, 2023, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman; and Pamela Castleberry, member were present. Mike Watkins, Vice Chairman was absent.
The meeting was called to order at 9 a.m.
Clerk and Recorder Judy Wright joined the meeting.
There was a work session that included updates to the Personnel Policy based on legislative changes.
The meeting broke for lunch at 12 p.m. and reconvened at 1 p.m.
Commissioner Castleberry made the motion to move forward with the redline changes and present the changes to employees once the County Attorney and Commissioner Watkins have reviewed the updates. The motion was not seconded or approved.
The commission compared Procurement Policies from several small Counties. The commission may update the Carter County Procurement process out lined in the Personnel Policy and the separate policy prepared by the County Disaster and Emergency Services (DES).
Commissioner Castleberry made the motion to approve Resolution 02062023-01 pertaining to the use and over sight of the Protection Board funds. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Commissioner Castleberry made the motion to approve the proceedings from January 31, 2023. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
An email was sent to the House Local Government Committee for comment on House Bill 328.
There being no further business, the meeting adjourned at 3:20 p.m..

The Board of Carter County Commissioners met in regular session on Thursday, February 09, 2023, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman; and Pamela Castleberry, member was present. Mike Watkins, Vice Chairman was absent.
The meeting was called to order at 9 a.m.
Clerk and Recorder Judy Wright joined the meeting with an update. She has found that there is a water leak in the lab area of the old hospital building that is becoming much larger, this leak was caused by the frozen water meter several months ago. She also stated that she is in the process of setting up S.A.M. Federal Identification for grant applications.
Commissioner Castleberry shared an over view of the Montana House Bill presentation of Bill# 196 and #328.
Attorney Corbit Harrington joined the meeting.
The Board reviewed and updated the Personnel Policy based on the updates presented by the Montana Code. The meeting broke for lunch at 12 p.m. and reconvened at 1 p.m.
Public Health Nurse Kirstie Nelson, Attorney Harrington and Public Health Manager Stefanie Harrington where present.
Commissioner Castleberry made the motion to sign and approve the CLC/DIS Task order# 123-07-711-108-0 that would update the previous CLC/DIS task order through June 31, 2023. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Commissioner Castleberry made the motion to sign and approve Task Order# 23-25-5-21-641-0 WIC (Women, Infants and Children program). Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Currently Carter County is still partnered with Fallon County for WIC services. This will continue until the Carter Co. program is fully operational.
Stefanie requested permission to make application for a Public Health and Safety Strength and Infrastructure grant / work Force Grant. Commissioner Castleberry made the motion to approve the application for Public Health Work Force Grant. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
The Carter County Public Health Department received a mini grant in the amount of $5,000.00 to be used for the purchase of 2 AED (Automatic External Defibrillator) machines. They would like to place one in the Carter County Event Center in Ekalaka and one in the Alzada Community Hall. They are still working out the details of placement of the machines.
There was further discussion of House Bill #196 and #323. Stefanie has acquired a seat on several boards pertaining to Public Health. She has requested clarification on how her duties as County Health Supervisor and the participation in Legislative matters such as support or testimony on various Bills pertaining to Montana Public Health. Attorney Harrington stated that Stefanie must have approval from the Commissioners to present as representative of the County. There was discussion regarding how Stefanie would report the hours used as County Health Manager and time used in advocation of the duties on these Boards.
