CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on Monday, December 05, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chairman; and Mike Watkins, member was present.

The meeting was called to order at 9 a.m. There was no public comment.

The Commission reviewed the lease agreements and contract between the County and various businesses.

Commissioner Tauck made the motion to approve the meeting minutes from November 30, 2022. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Attorney Corbit Harrington joined the meeting.

Commissioner Tauck made the motion to approve the Comprehensive Capital Improvement Plan letter and request forms to be sent to the County Department Heads. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Clerk and Recorder Pam Castleberry joined the meeting.

Carter County Treasurer Jesi Pierson requested The Commission schedule call with the Summit National Bank President regarding issues with interest last week. There was no phone call scheduled. Jesi requested the County gather information on general banking accounts, interest rates and mobile deposit capabilities from other area banks.

There was a call placed to Stockman Bank of Miles City to request information. The call included Bank President Bill Coffee, Niki Munro and Jerry Anderson from the Miles City Branch. Carter County Treasurer Jesi Pierson. Jesi will meet with the Commissioners when she has more information.

The commission call County Sanitarian Renee Gnere. She and Commissioner Rosencranz received emails from the Montana DPHHS regarding inspection submissions. Rene has completed all the required inspections for the year but has had difficulty submitting them to the state as they have updated the electronic submission process.

There being no further business, the meeting adjourned at 12:00.

The Board of Carter County Commissioners met in regular session on Thursday, December 8, 2022 in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chairman and Mike Watkins, member was present.

Pam Castleberry, Clerk and Recorder recorded the proceedings in the absence of Melissa Schwede, Recording Clerk for the Commission.

The meeting was called to order at 9 a.m. by the Chairman, there was no public comment.

Commission Chair, Steve Rosencranz reported a phone call from Bob Jacobs, Maintenance regarding an issue of possible overload of lights in the Courthouse upstairs. Tracey Walker, Clerk of District Court/Superintendent of Schools was called in to discuss the matter. Walker indicated that Bob had discussed with them the issue and they agreed to unplug the lights nightly. They forgot to unplug them last night. Steve and Rod went upstairs to investigate. Upon returning, it was determined that the Christmas lights were not the issue but a fuse box located in the rest room. Direct Electric was called to come down and investigate.

Corbit Harrington, County Attorney joined the meeting at 9:50 a.m.

At 10 a.m. Ryan Tooke, DMHC CEO met with the commission to present the quarterly financials for DAHL as per request from the Commission. Charles Parks, DMHC Board member joined the meeting. Ryan’s presentation was taken from the CEO’s report to the DAHL Board in November, 2022. In summary, DAHL is performing beyond expectation in regard to the volume increase of useage by not only Carter County residents, but clientele from outside of the county, including South Dakota. DAHL’s operating cash at November 30, 2022 is $2.4 Million. The average daily expense to run the facility in October was $19,738. Charles Parks invited the Board to attend the Dahl Memorial Board meetings.

The Commissioners also addressed a proposed agreement between Carter County and DAHL for Public Health. Ryan indicated that this would need to be discussed as a scheduled agenda item and that he would prefer having the DAHL Attorney in attendance.

Ryan Tooke and Charles Parks left the room at 11:30 a.m.

Jesi Pierson, Carter County Treasurer met with the commission at 11:45 a.m. Jesi reported to the board that it may take approximately a full year to turn over Carter County’s investments, and operating warrant accounts to Stockman Bank. She will put together an itinerary of actions that will identify all the actions and considerations required to make this transfer from Summit to Stockman. Jesi will meet again with the Board on December 19, 2022 at 10 a.m.

The Board adjourned for lunch.

At 1 p.m. Chairman Rosencranz called the meeting back to order. In reviewing the agenda for Monday, December 12, 2022, the Board determined not to meet. The Clerk will post the information.

Kirstie Nelson, Public Health Nurse met with the board. Kirstie presented her request for leave during the holidays. Other discussion was concerning alternatives to hiring a Public Health Officer. The Public Health Staff will meet with the board on December 19, 2022 at 11 a.m. to discuss the position and alternatives to filling it.

There being no further business, the meeting was adjourned at 3 p.m.
