The Board of Carter County Commissioners met in regular session on Monday, October 13, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chairman; and Mike Watkins, member was present.
The meeting was called to order at 9 a.m.
County Maintenance Bob Jacobs stepped into the meeting to inform the Commissioners that the Town of Ekalaka has the order for the water to be shut off at the Old Hospital building.
Commissioner Watkins made the motion to approve the meeting minutes for October 03, 2022. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Clerk and Recorder Pam Castleberry joined the meeting. She described a drainage issue at the airport south of the weed building where there has been run off from the pavement.
Pam also asked the Board about construction in progress to be closed out on the Airport paving project and hospital project. The commission would like to keep the project funding open for the hospital to use on the auxiliary power generator project and the cement project on the South side of the of the New Hospital. The consensus of the Board is to close the funding for the Airport paving project and prepare for any other repairs or maintenance through other funding.
County Attorney Corbit Harrington joined the meeting.
The Commission reviewed the Contract for Services with Stahly Engineering and KU Engineering. The Contract for professional services with Stahly covers the work that Robie Culver will be doing on the Comprehensive Capital Improvement plan (CCIP). The commission placed a call to Greg Benjamin of Stahly regarding updating the contracts and questions on the need to advertise for a Request for Qualification.
Commissioner Tauck left the meeting.
The Board placed a call to Robie Culver of Stahly Engineering to discuss updating the CCIP. Robie stated that cost to update the CCIP would be between $20,000.00 - $30,000.00. There are no funds to offset the cost of the update until next spring. Minimum Allocation Grant Funds and PIILT funds maybe used to pay for the CCIP.
The County turned over the Minimum Allocation Grant funds to the Town of Ekalaka for the water line replacement project. The quarterly report for the grant funds is due from the Town this week by order of County Resolution #07142022-01
The commission may update the CCIP needs assessment from 2015 and forward them to Robie to put together the final draft. The update will require input from each department, and county residents to complete a new 5-year plan.
There was a review by County Attorney Corbit Harrington of the Procurement Policy regulations as they pertain to Contract for Services.
Commissioner Watkins made the motion to Approve Resolution# 10132022 that shows Carter Counties intent to participate in Operation Green light. This is a National Association of Counties and National Association of Veteran Service Officers program to shine a green light on municipal buildings from November 7-13-2022 to show support for Veterans. Commissioner Rosencranz second the motion. There was no public comment and the motion carried.
The commissioners met on site with County maintenance Bob Jacobs to finalize plans to shut off the water at the Old Hospital building.
The meeting broke for lunch at 12 and was called to order at 1 p.m.
The commission discussed the Old Hospital building electrical bill and plans to terminate services. There was also discussion regarding plans for the remaining items in the building.
The commission reviewed, updated and approve the letter of employment for Kristy Bruce as the Event Center Coordinator that was presented by Clerk and Recorder Pam Castleberry.
Pam requested an appointment on the upcoming agenda to review Human Resource employee findings and directives.
The Commission placed a call to Samantha Kemp, DNRC Grant Manager for the Minimum allocation grant funds (ARPA) funding. There was no answer.
There being no further business, the meeting adjourned at 2:42 p.m.

The Board of Carter County Commissioners met in regular session on Monday, October 17, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chairman; and Mike Watkins, member was present.
The meeting was called to order at 9 a.m. There was no public comment.
County Maintenance Bob Jacobs joined the meeting to discuss water shut off at the Old Hospital building.
DES Coordinator Georgia Bruski joined the meeting to invite the Commissioners to the Local Emergency Planning Committee (LEPC) meeting scheduled for today at 2 p.m. at the Dahl Memorial PT room.
Clerk and Recorder Pam Castleberry joined the meeting with The Public Health Officers job description.
Commissioner Watkins made the motion to approve Tom Courtney Encroachment permit across Indian Creek Rd. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Attorney Harrington joined the meeting.
Commissioner Tauck made the motion to approve the Montana Older American Act contract as part of Action for Eastern Montana programs. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
Public Health Personnel and Department update
Present: Health Board Members Sharon Carroll and Rona Meyer. Health Department Manager Stefanie Harrington, and Clerk and Recorder Pam Castelberry.
There was discussion regarding the Public Health Officer position (PHO), hours and duties. Commissioner Watkins made the motion to approve the Public Health Officer job description. The Health Board Members and the commission are willing to make addendums to the PHO job description as needed. Commissioner Tauck seconded the motion and the motion carried unanimously.
Attorney Harrington left the meeting.
Stefanie presented a Health Department update.
The Smiles Across America Dental clinic will be provided for all school age children in the County. It will be October 18, 2022 at the Carter County Event Center.
Public Health Nurse Kirstie Nelson and Sabre Moore are facilitating the (YAM) Youth Aware of Metal Health program in Baker today.
The Carter County Health Department in conjunction with the Care Van, will provide an influenza vaccination clinic in Ekalaka October 2lst and in Alzada October 22, 2022.
Stefanie was asked about the current status of the Public Health Office billing and Credentialing. The previous Credentialing under DR. Espeland was not finalized and will be changed to the new Public Health Officer Carrie Haar. Stefanie is in the process of scheduling a demo of a Health Care billing system this week.
There was discussion regarding Avality credentialing program.
Other Public Health Programs in the works include WIC and Medication set up. Public Health is also assisting with Senior Citizens Task Force.
The meeting adjourned for lunch at 11 a.m. and was called to order at 1 p.m.
Road and Bridge Supervisor Carl Knapp joined to review the Indian Creek Rd. Encroachment permit. The Commission and Carl attended the LEPC meeting at the Dahl Memorial PT meeting room from 2 - 3 p.m.
Greg Benjamin of Stahly Engineering called into the meeting to review the Contract for services and the Request for services that will need to be advertised in the Ekalaka Eagle. Greg will call back with an updated RFQ to Publish with the term of 7 years. He made an appointment with the commission for the review of the updated Contract for Services and RFQ October 27, 2022. The call ended with Greg.
Commissioner Tauck requested a paper copy of the 2022-2023 Fiscal Year Budget for each Commissioner.
