The Board of Carter County Commissioners met in regular session on Thursday, July 14, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.
Jennifer Waterland joined the meeting to request permission to use the Bump and Run Track at the Airport. Commission Watkins made the motion to allow the Ekalaka Bump and Run Club to use the track at the airport August 13, 2022 for the races during the Days of ‘85. Commissioner Tauck seconded the motion. There was no pubic comment and the motion carried. Jennifer left the meeting.
ARPA Funds-State Allocation Resolution and discussion. Present: Carter County Attorney Corbit Harrington, Town Clerk Mariah Schneider, Clerk and Recorder Pam Castleberry, Deputy Clerk Judy Wright joined the meeting.
The Commission called Robie Culver grant writer for Stahly Engineering who will be assisting the County with administrating the Coronavirus State and Local Fiscal Recovery Funds Grant and the Minimum Allocation Grant (MAG) Program funds.
The Minimum Allocation Grant Funds can be turned over to the Town of Ekalaka, removing The County as a pass through by order of Resolution. The Quarterly report for the grant is due on July 15, 2022, which Robie has agreed to prepare. Commissioner Watkins made the motion to approve Resolution 07142022- 01, effectively signing over the Minimum Allocation Grant Funds to the Town of Ekalaka. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. There will be follow up with DNRC to update the contract between the County and DNRC for the MAG. The guests left the meeting.
The commission discussed the old hospital building inspection and plans.
There was a call placed to Scott Cromwell of Slate Architecture regarding the generator replacement at the new hospital. Scott requested the commission select a plan of the options Slate has provided and approved the contract they have prepared. GPD Engineering will review the power needs for the building making sure to include the entire facility including the CT scan. This will get the process started to correct the lack of back up power for the new hospital.
Clerk and Recorder, Pam Castleberry joined the meeting to ask for clarification on the accounting funds that will be used to replace the generator.
The commission placed a call to David Sandborn of Newfield’s inspection service. They left a message to return they call regarding the report from the previous inspection.
There being no further business the meeting adjourned at 12 p.m.

The Board of Carter County Commissioners met in regular session on Monday, July 18, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.
The meeting was called to order at 9 a.m. and there was no public comment.
Road and Bridge Supervisor Carl Knapp joined the meeting regarding the Larson Loop bridge inspection by the MT Department of Transportation. Carl will fill out the plan of action sent to the County by the Montana Department of Transportation as well as continue to monitor the bridge. The plan includes monitoring the bridge for signs of scouring.
Carl presented a list of roads that have been graveled during his years employed by the County.
Commissioner Tauck made the motion to approve Carl’s leave slip. Commissioner Watkins seconded the motion, there was no public comment and the motion carried. Carl left the meeting.
The commission conducted interviews for the custodial position.
The Public Health Personnel meeting - persons attending included Clerk and Recorder Pamela Castleberry and Deputy Clerk and Recorder Judy Wright. Calling in to the meeting was Public Health Nurse Trish Loughlin and Public Health Manager Stefanie Harrington.
Trish has emailed the bid for the cabinets for the Public Health Offices to the Commission. She hopes to have approval so that the PH cabinets can be installed at the same time Dahl Memorial has theirs installed.
Stefanie has emailed copies of two task orders for the commission to review. They are the PHEP program and the Work Force Task Order, PH staff are still working out the details on how these funds may be used.
The Public Health Staff will be attending the MT DPHHS annual conference, in Billings - Summer Institute, July 18-21, 2022.
They will set up the shot clinic with the Care Van for school age vaccinations July 22, 2022. This will be held at the Carter County Museum.
Trish updated the commission regarding the new COVID-19 booster. The new vaccine is scheduled to be available to Public Health Departments in September. Public Health will get the word out and set up appointments as soon as the vaccine is on hand.
Clerk and Recorder Pam Castleberry asked about income for the P.H. Department for the fiscal year 2022-2023 budget. Stefanie does not have all the information needed for several of the grants. She will put together an outline which she will submit to the DPHHS. She believes it will take several weeks to get more information. Grants and deliverables received in previous years will be approximately the same amounts. Those include Maternal, well child grant, and Tobacco prevention grant.
Commissioner Tauck made the motion to sign the agreement with Bikham Healthcare company which provides credentialing for Dr. Darryl Espeland as an approved provider for Carter County Public Health. The cost will be $1,500.00 with a 50% deposit. Commissioner Watkins seconded the motion. There was no public comment and the motion carried. The Public Health Personnel meeting adjourned.
Commissioner Watkins made a motion to approve the minutes for the July 05, 2022 and July 12, 2022 meeting minutes. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Commissioner Watkins made the motion to offer the custodial position to Savannah Ashbrook. Commissioner Tauck seconded the motion. There was no pubic comment and the motion carried.

Jesi Pierson, Treasurer, presented the end of the year receipt reports, cash reports and Journal Vouchers for fiscal year 2021-2021. The commissioners reviewed, signed and approved the Journal Voucher for the second quarter, for accounting period 4-22-222 to 6-22-2022.
There being no further business, the meeting adjourned at 2:56 p.m.
