The Board of Carter County Commissioners met in regular session on Thursday, December 9, 2021, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.
The meeting was called to order at 9 a.m.
There was no public comment.
Carter County Maintenance Bob Jacobs joined the meeting with questions about changing the locks on The Event Center doors.
The Commission work session – Contracts and Job Descriptions.
Patrick Rouane, Carter County Museum employee joined the meeting for his six-month performance review. Patrick works as the gift shop attendant and the assistants the Museum Director as a signed. Commissioner Tauck made the motion to remove Patrick form Probation and raise his wage to $19.03 per hour. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
County Attorney Corbit Harrington and Clerk and Recorder Pam Castleberry joined the meeting.
The Board reviewed the Event Center Coordinator Job Description. Pam stated that the Fair Board has keys to the Event Center and they would like to continue to hold keys to the building. There was a discussion regarding the need for insurance by the person or business renting the Event Center. The Commissioners called Jade Boggs of the Insurance Store for more information.
The meeting broke for lunch at 12 p.m. and continued at 1 p.m.
Eastern Plains Economic Development including Beth Epley, Melissa Higbee and Alissa Miller presented the Comprehensive Economic Development Strategy where they have Prioritized a list of projects and activities to further economic growth in a five-county area. Counties included are Carter, Fallon, Dawson, Prairie and Wibaux. The survey included Economy, Housing, Infrastructure, Natural Resources, and Tourism. Beth, Melissa and Alissa left the meeting.
There being no further business the meeting adjourned at 3:05 p.m.

The Board of Carter County Commissioners met in regular session on Monday, December 13, 2021, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Vice Chair and Mike Watkins, Member; were present. Steve Rosencranz, Chairman; was absent.
The meeting was called to order at 9 a.m.
There was no public comment.
Carter County Maintenance, Bob Jacobs joined the meeting with updates on the inspection of the boiler system at the old Hospital building.
County Attorney Corbit Harrington presented the revised Event Center Contract and cleaning list to the Commission. The commission decided to place an ad in the Ekalaka Eagle requesting public comment on the Contract (Facility Use Agreement) and cleaning list. The draft copy of the Contract and cleaning list will be posted on the Carter County Web page.
The Commission requested that Clerk and Recorder Pam Castleberry prepare a letter of response from the Commission regarding the proposed COS land division. Commissioner Watkins made the motion to approve the letter stating that the commission has no objections to the land division. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Commissioner Watkins made the motion to approve the meeting minutes from December 6, 2021 with corrections. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Guests for the meeting included Dave Anderson, Nathan Stone and Josh from Denbury Resources and Carl Knapp Carter County Road and Bridge Department Supervisor. Dave, Nathan and Josh stopped in for a brief update on pipeline construction progress. The pipe is in the ground and mechanically sound. They will have completed clean up by the end of the year. Denbury is looking forward to completion of the project with the finalization of road use agreement. Stahly Engineering should have the road use summary completed by the end of the year. Dave, Nathan and Josh left the meeting.
Carl stayed to go over plans to install perforated pipe on the drainage ditch in the East side of the new hospital building. He also has a County Road Department truck in the shop in Dickinson N.D. for engine repair. The cost of the repair is currently estimated at $13,000.00.
The meeting recessed for lunch at 12 p.m. and reconvened at 1 p.m.
Clerk and Recorder Pam Castleberry joined the meeting for the Public Hearing to Amend the budget for the CBDG and COVID-19 funds for the 2021 Fiscal Year budget. Commissioner Watkins made the motion to approve Resolution 12132021-01 to amend the CBDG and COVID-19 funds in the 2020-2021 FY budget. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
The commission work session included emails, Contract review and Job descriptions.
There being no further business the meeting adjourned at 2:25 p.m.
