The Board of Carter County Commissioners met in regular session on Monday, December 6, 2021, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.
Commissioner Tauck attended a virtual meeting with MACo from 9 to 10 a.m.
The meeting was called to order at 9 a.m.
There was no public comment.
County building maintenance Bob Jacobs stopped into the meeting to update the commission on the heat in the old hospital building. The Pharmacy is still setup in the old building.
Senior Citizens Coordinator, Tricia Lovec joined the meeting for the Meals on Wheels application from Terry Stieg. Commissioner Watkins made the motion to hire Terry Stieg as the Meals on wheels delivery driver with a pay of $20.00/hour plus mileage. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried.
Carter County Attorney Corbit Harrington joined the meeting.
Commissioner Watkins made the motion to approve the meeting minutes for the November 30, 2021 meeting minutes. Commissioner Rosencranz seconded the motion and the minutes where approved as read.
OAC (Owner, Architect, Contractor) meeting # 51
Present: Ryan Tooke, Dahl Memorial CEO, and Pam Castleberry, Clerk and Recorder. Phone in: John Neisner and Cody Taggart from Scull Construction. Scott Cromwell from Slate Architect.
Contractor Action Items: Cody is Finalizing PDF file of the close out documents.
The Decontamination room flooring was finished 2 weeks ago. The coils for the outside lighting are on order and are expected to be delivered next Monday.
Ryan stated that they are having issues with the heating system. There is a panel out in the boiler system. The Nor Pac Techs will be on site today.
Ryan also reported that the floor in the Dietary room floor is very unlevel. John and Cody will return and workout a plan to fix the floor.
Ryan sees a need to add another grab bar to the residents’ showers. Scull will order the bars and install them if Ryan will provide specifications to Cody.
ER garage door repair done on wiring and chain. The installation company will return with codes for the remotes. Cody will get in touch with them to see when they can come back.
The next meeting will be December 20, 2021. Final payment was sent to Slate Architect November 02, 2021. Call with Slate and Scull ended at 10:20 a.m.
The Commission discussed plans for the drainage system at the New Hospital and the ARPA funding for the Airport.
Commissioner Tauck joined the meeting.
Carl Knapp Road and Bridge Supervisor, stopped into the meeting where he let the commission know that he has ordered 5 loads of 3” rock from Doeden Construction. He will order pipe for the new Hospital drainage project once the final plans have been made.
A call was placed to Joe Nye FAA Regional Engineer, with questions regarding qualifications for the Airport ARPA funding. Commissioner Tauck made the motion to sign the application SF-424 for The Carter County Airport ARPA funding. Commissioner Watkins seconded the motion. The motion carried with no public comment.
Commissioner Watkins made the motion to sign letters of acknowledgment of employment specifications for Meals on Wheels delivery driver Terry Stieg and Public Health Manager Stefanie Harrington. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
The commission discussed the need for employee job description updates.
The meeting broke for lunch at 12 p.m. and reconvened at 1 p.m.
Do to complaints and issues with rental of the Carter County Event Center the Commissioners requested Courtney Montgomery, Camp Needmore care taker attend the meeting to share the scheduling and cleaning systems she has in place at the Camp. Courtney uses a Google calendar to keep track of the reservations at the Camp. She is responsible for the cleaning, mowing and collecting deposits and rent. The commissioners discussed combining duties of the Camp and the Event Center. They discussed the hours needed to for both positions and the rental contract, cleaning check list, job descriptions and how the renters would obtain the keys. There will be further discussion and review by Courtney and the Commission.
There being no further business the meeting adjourned at 2:25 p.m.
