    The old, wooden bleachers at Carter County High School have been removed and installation of new ones was completed last week. The bleachers previously posed a safety risk as locking mechanisms were failing. The new, plastic bleachers donned in Bulldog blue have additional handicap areas and hand rails on the stairs.     April 15 through April 21 is National Volunteer Week. Volunteers within the local community play a big role by performing services, serving on boards and committees, and even acting as leaders in local youth organizations such as 4-H.     The National Weather Service out of Billings will be instructing a Spotter Training Class in Alzada and Ekalaka. The National Weather Service relies on trained volunteers to supplement Doppler radar information on severe storms and severe weather. Their valuable cooperation is important in the warning process.
