    4 Montana hunting and fishing licenses will go on sale starting Sunday, March 1 at 5 a.m., and this year people will see some changes to how they can buy general licenses and apply for special (limited draw) licenses and permits.     Carter County Chamber of Commerce members will elect officers at their regular monthly meeting on Thursday, March 12. The meeting will take place at the Ekalaka Public Schools board room at 6 p.m. A change in bylaws last year moved the elections to March of each year so that current members had a chance to pay dues before elections took place.
