    The Fallon-Carter Homemakers Spring Council meeting was attended by about 35 members and guests. The host club, Homemaker's Heritage, had decorated with items to follow their theme "It's an Upcycle World". The meeting was May 23 at Hope Baptist Church near Ridgway.     Editor's note: Flooding of area creeks and rivers in late March prompted local Sharon Higgins to send two stories about high waters on Box Elder Creek from the past.
